The reform of Russia's Armed Forces began in October 2008. In fact, it provides for the reduction of the total strength down to 1 million people by 2012 and a shift from the division-regiment structure to a brigade one. About 200,000 officers' posts are expected to be cut and the institution of Army and Navy warrant officers that number about 160,000 people to be abolished. This will reduce the proportion of officers in the personnel of the Russian army from 32 to 15 percent, which would be consistent with international practice. Discharged officers will be offered opportunities for retraining and receiving a civilian profession. They will be provided with accommodation and compensation as prescribed by the law.
