Medvedev and Putin demoralize Russian society

Uncertainty about the presidential candidates for the 2012 election constitutes a threat to Russia's future. The latest issue of "Nezavisimaya Gazeta" discloses the position of some Russian political scientists to the public.
 
As the newspaper notes, both Dmitry Medvedev and Vladimir Putin continue to keep silent about which of them will run for presidency.
 
Uncertainty hurts the country.
 
The newspaper believes that the absence of clarity on this issue makes it practically impossible to implement successfully either the modernization plans of the President or the social policy of the Prime Minister.
 
"The burden of the problems facing the country is so huge that the announcement of a freshly baked program by a December candidate will not enable the electorate to grasp the program details or listen to its opponents", says Nezavisimaya Gazeta. "This is a sign of obvious neglect of the electorate".
 
The head of the Levada Center Lev Gudkov says in Nezavisimaya Gazeta with reference to social research results that it is high time for the tandem to decide – the delay of the decision on the future president of the country has a detrimental effect on the citizens’ minds.
 
"There is a growing indifference in the society to the question of who will be president", the newspaper quotes Gudkov. "The negative impact is not immediate, but over time, the process of demoralization of society begins".
 
Putin does not support Medvedev
 
Head of Foundation for Effective Policy, Pavlovsky, believes that the delay quite clearly means only one thing – Putin is not ready today to support the President in the 2012 elections.
 
One reason for this unwillingness may stem from Prime Minister’s own desire to become president.
 
From a generator of peace, the tandem has turned into a generator of risk and uncertainty. This is a planning error: the model of exiting the Tandem had not been developed. Instead, the citizens were offered a diphenylhydramine pill: like, until we do not agree, you will not know", says Pavlovsky.
 
"Both Putin and Medvedev’s teams were mixed. If the question of nomination is postponed until December, we will see that we do not have a comprehensive program-enabled team of authority", notes the analyst. "The Tandem was founded with the prime minister’s support. But Putin does not want to support everything. And when he does not do it, the Tandem begins to stagger".
 
Pavlovsky fears that the exit from the Tandem situation will be very painful to the country.
The newspaper adds that the uncertainty in the Tandem has a negative effect on the elite.
 
"In view of our system, which implies absence of competition or democracy, the requirement to enter appropriate offices for decision making, the leads with whom to play and who not to play, it is destructive tactics", says deputy director of the Institute of World Economy and International Relations, Eugeny Gontmakher, about the situation. "Therefore, many members of the elite are now just waiting. The same applies to business".
