Parliamentary republic established in Kyrgyzstan

This weekend, a referendum on adoption of a new constitution was held in Kyrgyzstan. 90% of citizens have agreed Kyrgyzstan should become a parliamentary republic and also supported the interim government.
  
Rosa Otunbayeva is the head of the interim government. She gets presidential powers now and will simultaneously lead the government. On June 28, Rosa Otunbayeva said: "Henceforth, the government is going to work without the prefix temporary".
  
The newly adopted constitution has largely weakened the institute of presidency. Now the Prime-minister and the cabinet members will be determined by the Parliament. Basically, the President is going to keep representational functions.
  
Many are skeptical about the news that Kyrgyzstan has become a parliamentary republic. Russia's President Dmitry Medvedev was no exception. According to Medvedev, Kyrgyzstan needs a strong government that will respect the will of the people.
  
The Referendum on the new Constitution of Kyrgyzstan took place against the background of deterioration of the interior situation. On June 10 to 14, there were interethnic clashes between the Kyrgyz and the Uzbeks there. An emergency rule was imposed and lifted only the day before the referendum. The clashes have killed 294 people, 45 are still missing, and more than 75,000 people have fled to neighboring Uzbekistan.
