Criminal case opens in connection with Naval base fire in vicinity of Moscow

According to the official representative of the Russian Investigative Committee Vladimir Markin, the investigative bodies of the Lyubertsy garrison at Russian prosecutor's office have opened a criminal investigation into the fire at the central air-technical base of the Navy in the Moscow region.
 
According to Markin, a criminal case was opened under paragraph 1 of Article 293 of the Criminal Code (negligence that results in major damage).
 
Now the investigators have to determine the amount of damage caused to the State, all the circumstances of the incident and the guilt of all officials in charge.
 
As previously reported, on 29 July 2010, a forest fire spread to the storage base of the Russian Navy located near the town of Kolomna, Moscow region.
 
As a result of the incident, no one was hurt. However, the fire destroyed the headquarters, the base accountancy, the club, two fleet garages, 13 storage facilities with aviation assets for different purposes, 17 open areas for storage of equipment with all vehicles in them.
 
As reported earlier, yesterday, Russian President Dmitry Medvedev warned a lower rank possibility for Commander of the Navy Vysotsky and dismissed several senior officials of the Defense Ministry in connection with the fire at the naval base in the Kolomna district of the Moscow region. Medvedev announced his decisions at the enlarged meeting of the Security Council of the Russian Federation dedicated to the fire safety of special facilities.
 
"The Navy Commander, Admiral Vladimir Vysotsky receives a strong warning of a lower rank possibility, the Chief of the Main Staff of the Navy, First Deputy Commander Tatarinov receives a strong warning of lower rank possibility, the Navy Chief of Logistics Sergeev gets the sack", - said Dmitry Medvedev.
 
He also announced the dismissal of a number of senior officials of the Navy of Russia: on the dismissal list are Chief of Naval Aviation Kuklev, deputy Chief of Naval Aviation, Colonel Rasskazov, temporarily acting as deputy Chief of Naval Aviation of the rear Manakov, and the Commander of Base 2512, where the fire occurred.
 
The President also added that had instructed the Minister of Defense to dismiss some other officers for disciplinary violations committed.
